The Annual Planning Process
The Annual Planning Process is fundamental to the implementation of strategy, and yet frequently it seems that what it delivers is not commensurate with the effort and time it absorbs. This session will explore what makes annual planning challenging and how to create a process that works for your university.
We begin from the perspective that the annual planning round must be a structured strategic conversation if it is to be effective, and the day will be structured as a set of conversations. This will allow participants to reflect on the issues and think through what will work in their own environment.

About Dr Jeung Lee:
Head of Integrated Planning, University of Manchester
Jeung joined Manchester as Head of Integrated Planning in May 2021. She leads a team that provides leadership and support for strategy and the development of integrated plans to support the delivery of the University vision and strategic plan.
Jeung has been providing leadership, services and resources for data-informed decision-making, strategic planning and institutional assessment for nearly 20 years. Before joining Manchester, she led a team of Institutional Effectiveness at Brunel University London where her primary responsibility was to develop and implement strategies to transform data into management information, advise on risk management and lead on change initiatives including continuous improvement.
About Steve Chadwick:

Steve Chadwick has a wealth of experience as a strategic planning professional, spending over 32 in the planning function of the universities of Northumbria, Newcastle, Durham and Exeter, before working as Director of Strategy, Planning & Change for at the University of Bristol for almost 7 years before his ‘retirement’ in January 2023. In total Steve was Director of planning functions for over 20 years, and among other things had responsibility for: strategy development and implementation; strategic programmes and projects; change management; resource allocation; risk management; business intelligence; performance monitoring; incident and crisis management; business continuity and horizon scanning. Since leaving Bristol, he has been actively working in a consultancy capacity, and is currently working for the University of the Arts, London as Director of their Size and Shape Strategy Project.
At the heart of his approach to integrated planning has been the desire to establish a continuous ‘strategic conversation’ between senior managers, academics, professional services staff and students. He has sought to ensure this conversation is well-informed and evidence-based so it leads to high quality decision-making which enhances institutional performance.
Steve has played a prominent role in the HE strategic planning community nationally for many years, chairing working groups for HESA, training senior managers and serving on the HESPA Executive and Development Committee. He has also worked as an independent consultant and trainer in the Middle East and UK. His other main activity in 'retirement' is story- and script-writing for video games!
